Announcing the Summer 2014 GADS Training in Bloomington, MN

If you missed the Spring GCS GADS workshop in Salt Lake City, then you still have another chance to attend a GADS reporting workshop this Summer.

Generation Consulting Services, LLC is pleased to announce its Summer 2014 GADS Data Reporting Workshop which will be held August 13-14, 2014 in Bloomington, Minnesota. 

The workshop will cover a number of important topics, including:

PJM ONLY: 2014 Summer Capacity Verification

Sunday is June 1st and the start of the 2014 Summer Verification Test Period. The test period runs from June 1 through August 31, 2014. All units in the PJM Capacity Market must test to their Summer Installed Capacity during this time. Additionally, all units, with the exception of Hydro, Pumped Hydro and Diesel, must ambient correct their test data. Also, Hydro and Pumped Hydro units must perform their once per year test during this period.
The due date for data submission is September 30, 2014. Any generator not submitting a Summer test, without due cause, will be considered 100% forced out for the entire Summer period of June 1 through November 30, 2014.
There is no tolerance given to test results. All units must test to their exact Installed Capacity Value or greater.
When a unit fails its verification test, a derating event should be placed in GADS to cover the deficiency. If this is done by the operator, the test result and the derating amount will be added and then compared to the Total ICAP Commitment Amount. If the derating is input by PJM, only the test result will be compared to the Total ICAP Commitment Amount and could result in an ICAP Shortfall.

Rules and Procedures for Determination of Generating Capability

At the January 23, 2014 meeting of the PJM Markets and Reliability Committee, the following changes were approved to PJM Manual 21, “Rules and Procedures for Determination of Generating Capability”:

           All units must now ambient correct their Seasonal Capacity Verification tests, with the exception of hydro, pumped storage and diesel.

          All hydro and pumped storage units must now do their once per year Capacity Verification test during the Summer test window of June, July or August.

 These changes will be effective for the 2014 Summer test period.

 The Seasonal Capacity Verification tests must use at least one of the ambient corrections, dry bulb air temperature, relative humidity or cooling water. Any unit not complying with these changes will be considered 100% forced out for the entire season.
