ISO New England GADS Data Uploads Starting July 1, 2012

If you submit GADS data to the ISO New England, as you are aware, they have announced that effective July 1st, PowerGADS – Production has gone live, and you should begin uploading your data by logging into the ISO-NE PowerGADS portal.

There are several things that you need to be aware of.

First, you will need to create the GADS data (using “Write Data”) in 05 and 07 record format.  Performance Data (05) and Event Data (07) must be uploaded into PowerGADS at the same time, in the same file:  a single, combined file (unlike NERC OATI’s requirement).  See our webpage http://gadsopensource.com/ISONE.aspx  for more details.  While data submittal to PowerGADS may be made as year-to-date or monthly, we recommend year-to-date.

Second, it is our current understanding that ISO-NE will be requiring the same data fields as NERC’s mandatory (required) data.  You will not be required, as we understand it, to submit the NERC “voluntary” data; however, you may do so if you desire.

As such, it is our understanding that the following data must be submitted to ISO-NE:

Performance Data:
- Net Maximum Capacity
- Net Dependable Capacity
- Net Actual Generation
- Attempted Unit Starts
- Actual Unit Starts
- Unit Service Hours
- Reserve Shutdown Hours
- Pumping Hours
- Synchronous Condensing Hours
- The remaining 02 record hours, are included in the file by the software but are recalculated by PowerGADS from the event data
- Primary Fuel Code

Event Data:
- Event Number
- Event Type
- Start of Event
- End of Event
- Net Available Capacity (deratings)
- Primary Cause Code
- Contribution Code
- Amplification Code
- Only the 01 and 02 event records are required and on the 02 record, the event verbal description is not a required field

Since the ISO-NE required data is now identical to NERC’s, when creating the single combined file to upload to the PowerGADS portal, you will select the “NERC Format” menu option under “Write Data” instead of the ISO-NE option.  See our webpage http://gadsopensource.com/ISONE.aspx  for more details.

Unless you have changed the default location, this single combined file can be found in the same folder where the application is installed (typically C:\GADSOS).

The single, combined file will be named:  Combined_NERC_Data_*.txt  (for example, Combined_NERC_Data_January_June_2012.txt).

While we are not aware of any additional issues related to the GADS Open Source software, this initial uploading of GADS data may result in new/changed requirements from ISO-NE to ASCII file formats, to data validations, to required data fields, etc. We may be required to make additional GADS Open Source code revisions between July 1st and July 31st to address any changes.  You will be notified of any and all changes.

We have posted an update (version 12.07.02.0) for Data Entry and for the Dashboard to our software download sites:  http://GADSOpenSource.com and http://gadsos.codeplex.com/ that creates the single, combined file as required.  If you do not wish to download this update, you can simply first create the two GADS 05 and 07 formatted files (e.g., Perf_NERC_Data_January_June_2012.txt and Event_NERC_Data_January_June_2012.txt) and then simply combine them using WordPad or Notepad (i.e., any “text” editor).  If you combine them manually, we suggest putting the 07 records after/below the 05 records.
